Instascape Scammer

Making a completely separate report from this:

Because it's a completely separate case and if he's TWC'd/not TWC'd from that it shouldn't effect his ban from this, and vise versa (should he pardon and be un-banned but staff decided he deserves a TWC from the other report, he should still have a TWC should he be successfully pardoned.)

Seems he scammed a fairly large total off of a large quantity of players under the alias Welovephats
