I realize he's already banned, but since he opened a PayPal dispute against me... You might as well add this to his ban reason:

Allan paid me for a shopping cart system for his website. Once I completed the service, he requested a refund, claiming he did not need the shopping cart upgrade anymore because he was banned. Now obviously I could not refund him after I spent my time working on this order. After telling him this, he told me he would chargeback. Three weeks later(today), he charged back.
