The reselling of the account is absolutely irrelevant to the scam report. It is common knowledge that Jagex will grant a recovery request if given the older/oldest legitimate info. Seeing how Phatalize is organized and a well-respected member of the marketplace I don't see him just 'losing' this information. It's complete bullshit. Whether he was hacked or not it is Phatalize responsibility to recover & secure possession of the account for the buyer.

If he is indeed the ORIGINAL owner then he should have absolutely no issue providing ISP information, province/state & country information, things that are SOLID proof that the account is surely his and most of all appealing FROM the said location assuming he hasn't moved since the creation of the account.

Seriously if you don't see the suspicion on Phatalize end you need to stop gargling this mans ballsack.

When you choose to give someone recovery information & it ends up not working MULTIPLE times in recovery efforts it is a clear sign that the given user should be issued a TwC.

The stickies here have always made it clear to prospective buyers that accounts can always be recovered. Doesn't even matter if the seller is a "authorised account seller". I'm pretty sure one individual did in fact go on to recover multiple accounts after scam quitting.

And account being recovered is the least of your worries, since selling to someone in a different country to you almost always leads to a lock. Further panic recoveries by the buyer leads to a ban on the account for account selling.

So tbh it's in your best interests to buy an account from someone in the same country as you and if possible get personal info.
