First of all, I don't know if she did recover it, I just need help to recover my account.

I pmed her many times on Skype and she's not replying.

Try and recover the account using the information you have.
As for a scamreport, this report needs a lot more information to be considered valid for an account recovery, including:
- Skype profile screen on every screenshot
- Proof of you contacting Ziggily after the recovery happened
- Proof of the recovery, and that the proof is the account you bought
