Paypal Question

Hey i have a question with paypal (receiving)

MY buyer is sending an amount lower than the agreed price but says he will pay the full amount and just have a negative balance. He says the partial funds are on his PP funded by his bank (not CC).

So if i allow this to happen and he claim+cancels (the 2 types of disputes) will i be ok and safe? my concern is the negative balance issue..
