Recovery of accounts Question

So, I noticed the other day when I attempted to recover an account which was originally recovered from me, that the only way to recover it was to enter the registered email, and since I had no knowledge of the registered email on it, there was no possible way for me to get to the section where I enter past details etc.

Is this true of all accounts with a registered email, if you do not know it is it extremely hard for a recovery? One example is that I have a pure I bought a while back (roughly Jan 2012) and it has all relevant security enabled, and I was considering playing on it again, but I don't want to go putting 20m+ on it to find that it somehow gets recovered a week later.

The key to recovering an account is the first password and having the original IP. JAG and all those whistle and bells are useless if the original owner files a recovery request through the link in the sticky here http://www.sythe.org/showthread.php?t=1466847
