    will 99/99/1 beat 70/70/70 with weapons only no spec?

    With Armour? Maybe, its a yes/no. Luck
    Without Armour? Most likely. Higher hitting percentage and harder hits. Depends what weapon too.

    99/99/1 - 70/70/70 is unfair in CB stats.

    60/99/1 ~95HP - 75/76/70 ~73 HP, if it's no spec, 60/99/1 wins 80%, if it's with spec, 75/65/70 has a chance with SoL, but small one.

    God it would shit on it.. Especially with rapier & cls. There is no armour here guys.
