I can do it with the current stats for 40$, you will have some of the lowest stats around for a cape. I could also train it but that would cost you more.

note with current stats cape would take 3 hours, so i'm going to use very expensive gear and be running a huge risk.

I've actually done capes with similar stats (including one with 40 range), i'm by far your best bet regardless the price.

I bought my car and computer with money I made off caping, not to mention i've made close to 1B off it.

I made a better account in a year, and i'm maxing it soon. Don't forget I do at least 1 cape a day so i'm averaging a minimal 2 hours of afkable experience

i'll be max total in a few months, and I make 10$ an hour while playing. good job getting 99 runecrafting though, I spent my summer partying in Quebec.
