It seems to be within the realm of possibility that Zogre's scam was premeditated despite him claiming he only did it last moment as a counter scam after Kugo was banned, so he may've wanted a profile to fall back on.

Even if they are actually brothers, they're responsible for their own IP as shown in several recent cases including Zirconium and Erickho123 who were banned for offenses they claim their family members committed.

 

Banned, Not even going to risk it. They can prove they are brothers, however even then there's no way to predict that they won't account share. So he will remain banned.
