I need someone to develop backend site for me

Hello,
1) I have interests in starting up a jackpot website for CS:GO involving skins. For those who already know what i'm talking about, skip to 2). Anyway, the game itself CS:GO is a game which contains gun skins which are worth $$$. I want to create a website that allows steam users with CS:GO to bet these skins into pots of different value. Using random.org I need it to pick a random winner out of that. The higher the contribution, the higher the percentage chance of winning the pot.

2) I need a quote from someone who knows what i'm talking about, and can negotiate for a price regarding the development of this infrastructure for the site. I don't need anything fancy, I will also need a system for bots to automatically receive items and give out items (for payouts). This will probably utilize trade links from Steam.
