I almost pissed myself laughing when I saw the "85 to 99 but I could give a big vouch" part. Mining is one of the hardest, more boring and grueling skills there is, and you want 7.5M xp in it for a vouch? Not only is that a huge job for little payment, but paying with vouches is clearly a no-no. If you did anything more than look at the forum for half a second, you'd find the sticky that outlined that.

TL;DR: You won't get someone doing 85-99 mining for free.
