Pin questions

I got two questions.
1.Can somebody tell me how to check if a pin is vaild with out actually using it? Heard theres a program that does it.

2.I have a pin, I got it from a guy claiming its From Ireland, I know its a Pay By Phone Pin, Buts When I tryed to enter it, it said Its not from Ireland, I kept trying, From other countryes and it doesnt work, Is there a way to know where your pins from?

Here is the list of countries that has pay by phone option, and..well, Tryed them all basiclly, and they all keep saying 'INCORRECT PAYMENT WINDOW'

Thoes are the countries:

USA, UK, Canada, Ireland, Germany, Australia, New Zealand, Finland, Austria, Norway, Switzerland and Sweden

 

Happened to me once most pins are from AUS , since they use plans to buy them ... Are you sure the pin is correct?

Try to detect country via phone number first letters ...

 

Good Idea, Il ask the guy his phone Num.
And I'm sure the pin is vaild, Cause it says 'Invaild payment window' which means pin is vaild, I'm just using the wrong country[payment window].
