Scam Report: Spotify

Briefly explain the trade:
When i added him i asked him about spotify premium. The thread states that 1 premium account is 10$ however he told me that the prices has increased to 17$/account. So i paid he and he asked me to wait about 10-15 mins. After 30mins i got impatient and asked him to send me the details to my email. The next day i went through my email and did not get my account. He told me that maybe there was something wrong with the email system and said that he will send me again. So i waited for about 2weeks and have not get anything yet or any word from him.
