Question...

While working on my applications to become a UE, there's been something on my mind that I just can't seem to wrap my brain around...

How does ones ability to create guides connect with ones ability to help users? I'm suggesting that the 5 guide "requirement" be turned into the 5 guide "recommendation".

Up until recently I've been stuck at 3/5 guides. I managed to create a new guide today (after months), so now I'm at 4/5. This one measly guide is the only thing stopping my application from being looked at. Shouldn't the overall helpfulness of the individual trump their ability to create guides?
