How to Verify a Bank Account Without Owning One? Paypal

Paypal is preventing me from sending money and is asking for me to verify my Bank Account or a payment method so that i can send money to other paypal users.

The Problem is that i don't have a bank account or a debit card or credit card. Is there any legal way i can verify and confirm a bank account so that i can use paypal?

I don't think there is. People previously would add moneypak funds and or prepaid visa cards, however I'm pretty sure these methods are no longer working.

I'm also pretty sure that you don't need to verify your bank account to send/receive minimal funds.

The money is pending, meaning it hasn't been cleared for whatever reason. So technically it's not yet in your PP account, and not yours to send.
