After reading the guide I can tell you that's not really what it's about. Yes it gives you tips on how to become a moderator but the whole idea behind it is how to improve your reputation and how to be a generally well liked person at whatever forum you decide to apply this to. Buying the guide won't automatically make you a mod. The staff isn't stupid. No one is going to put on a show for months on end to become mod and be good enough to fool a full team of people who basically spot this kind of thing on a daily basis.

That said, I enjoyed the guide and a lot of it is common sense but it does give specific tips and such. It has multiple applications, not just becoming moderator. Not a bad read.
