Anyone good with editing videos?

I have a few questions regarding editing videos.

#1) I have a stock photo, and I would somehow like to paste a fireplace video over top of the black screen of this one so the fire is moving, is it possible? I would then also like a 3.5 gaussian blur over the entire video.
#2) I would like to overlay a video clip of a hand/arm scrolling down a phone to the right side of that picture. Is this possible?
#3) Is it possible to have that video clip as a separate video with a transparent background so I can just overlay it using code?

Basically I want the fire to look like it's really there and to be moving, a gaussian blur over the entire video, and then a video clip clipped from the background and then overlayed on top of the entire thing on the bottom right (over top of the gaussian blur).

Is this possible? Can you do it? How much would I have to pay you?

I would get the video of the hand scrolling.
