    u cant activate paypal by this way as far as i no now so i wouldnt suggest buying one. Infact there was a thread just like this one were the person bought the visa card and couldnt verify paypal with it so they accused the selling of scamming when the selling just gave them the vard with about $5 on it which is what they asked for.
