trade with caution.

Im not new to the forum or anything but i have always wondered and never could figure out what the "trade with caution" thing is??? im talking about the little picture or w.e. it is next to someones name. Clearly its exactly wat it says it is. But why put that next to there name instead of ban like all the other scammers?

EDIT: Oh i forgot to mention is this from someone getting a pardon?

 

It means the person has:

A) Attempted to pull a scam attempt.
B) Been pardoned or whatever and must serve their 'punishment' for past offenses and such, to prove their legitimacy.
C) Requested it.
