how do i make lighting or electricity.

Look up 'Neon lines' or 'Light beams' in youtube.

 

You'll find that the pen tool is the best option to go with mate
Or there is another, but you have very very little control and is sorta complicated
It involves the stained glass filter and knowledge of channels :s
If you just want simplistic electricity I'd go with a 1px brush or pencil on white and just draw squiggly lines and then just go blending options and set an outer glow of some blue colour

 

Search around just for "Lightning Photoshop Brushes" and you should find some really good ones.
