How do i get a refund on paypal?

Hello people, i brought a runescape account with paypal, and the guy claimed he gave me all the information possible but he didnt, and he has recovered the account back so i lost the account aswell as 70m that i put on the account, so now i would like to get a refund for my cash back and someone please tell me how i can do this?

 

File a claim on the payment?

 

Depends what payment you made, but yeah file a claim on payment.
you will see the option if you just click on the payment that was refunded should be fairly straight forward from there.
