You might like to look in to GDI+ or whatever it's called.

I had a source which extended the window glass, but can't find it. I wouldn't post it anyway though, I'd tell you what APIs to use and how to use them.

I think you should learn more about the language before worrying about how your applications look. :)

you can change the opacity of the form, it can make it more or less transparent, and it also looks cool. and for buttons just add images by looking on the side and it will say all the colors and other settings that have to do with the button.

GDI, its GUI = Graphical User Interface

You can just change it to a borderless form, place in an image that you have created, and make that movable.

    *sigh*

Microsoft Windows' Graphical Drawing Interface (GDI) is an actual set of libraries used for drawing and other various graphical activities. I've worked with it on various occasions, and continue to work with it. I'm sure you haven't.

Just so you know, a GUI is simply a utility a user uses to interface with an application; Applications don't require GUIs to work. I personally like using command line, but to each his own I guess, I'm a Linux user for a lot of things.
