This reminds me of an appointment I had, but the fire alarm went off and everyone evacuated the building. Ofcourse more people arrived as everyone has appointments, however as we waited to re-enter there was this one guy who owned a dog a bull-terrier I think maybe a mix of another breed. I'm not sure why he was treating his dog this way, but I noticed him hitting the dogs head, pulling on the lead etc as we were waiting.

Perhaps the dog was too eager, perhaps the alarm was doing something to the dog, perhaps he thought as I was close to him that I was scared of the dog, I wasn't, perhaps the dogs excited because of the group of people waiting. He had a muzzle but wasn't muzzled. I still really have no understanding why any person would control a dog in that way. Whether a child or adult, whether we responded/reacted or not.

The only thing that comes to mind is that the dog fears its owner, when hit.. it is being controlled and most people seem to only know how to control their dogs that way. I personally did not react apart from having a disgraced look, because those dogs tend to be vicious and for all I know could turn on me, or be used as a weapon against me by the owner (if I had said something). Considering my family has had a dog a Rottweiler I'm understanding that at times specific breeds can be hard to handle, but I've never liked the thought of using abuse to control anyone.

In this circumstance, honking could of scared the dog, as well as confuse other people driving. Talking would be better then making random noises.
