Hiding/changing Public IP

so i'm trying to hide or changes my public ip.
So what i know up till now:
there is a dynamic ip (which u can see at: cmyip.com), and if you reset your router: then this ip adress will change.
BUT games/forums/... will still see your statis,public ip: so your ip ban will stay.

I heard people saying that hotspotshield could hide your real ip, but that is not true... the mods still recognized my ip.

Any solutions for this?
i won't mind paying a few $/month for a working solution :s

If you have a dynamic IP and change your IP by resetting your router, games/websites will only see the new IP.

 

You can call your Internet service provider and request an IP change too.
