    Refuses to use middleman even though he has 0 vouches, asked me to go first with 90m 07 trade.
    Requesting a TWC put on this user as he probably is a scammer.

    From what you've posted, this doesn't warrant a TwC.

    Any user is well within their right to refuse using a middleman, even an official one - although it may be suspicious, that of itself is not grounds for a TwC.

    Where refusing to use a middleman may be grounds for a TwC is the following. If a user agrees to using a middleman, and a middleman is found and ready, and the user decides to back out, then that may be grounds for a TwC.
