    Question

It depends on a lot of things.. if you're original owner (meaning the same IP) then it wouldn't be very hard to recover with little information. It's possible to recover accounts that have been inactive for a very long time with minimal info, but not very likely (assuming the account in question is not yours).

    Question

Yeah, as long as the hacker hasn't had the account for a very long period of time you should be fine. Just put in any information you know and guess at the rest and it should be fine. Once you get it back make sure to set your own recoveries etc. as he will probably try to recover, and it may not be enough to recover but there's a possibility of it getting locked. Hopefully he'll give up and not attempt another recover though.

    Question

i've got the account but I was trying to sell it and the buyer thought the account is unsafe cause this guy who I stupidly went first to put his email on it he had it only about 40 minutes, and I'd already got it back.

I can recover the account whenever I like I got every single bit of information All this hacker has is email which he can't do anything with!
