HELP with 3v prepaid voucher

i am thinking about buying this, but is it just a voucher u type into ur paypal acc and done or do u have to get a card first?

When you activate your 3V Voucher on this site, the 3V Visa Number will be displayed on screen. At the same time, the security details for your Visa number will be sent to your email address.
