So, he asks a user to go first stating that he received the item (When he didn't) so that the person who will get scammed ("buyer") can't open a dispute.

Sketchy as fuck.

 

That's really not as sketchy as you might think. Besides, these notes mean nothing to PayPal.

With or without note, any disputes will be handled exactly the same way!
