Requirments:

60 Attack
50-99 Str
1 Def
1-44 Prayer (nothing higher)
60-99 Ranged
50-99 Magic

MM must be done, Lost City, and a bonus for RFD, DT.

I am looking for low level accounts to do Fire Cape on, to prove my success, then resell them, so Ranged should be at least 75 for a decent offer, but I'll offer for anything above 59. 1 Def is pretty key.
