Gun Is God. I have to ask. ?

This issue has been ongoing for nearly a month. He's blatantly said no to refunding me, ignored mods, blocked me on Skype claiming he offered me a refund in cash which he didn't. Finally contacted Dunworry to offer me a cash refund which I had told him a week prior I would accept. (If he hadn't blocked me he would have seen) After Dun put us both in a Skype group like children, he still ignored me for 2 days. I was frustrated and still am.

Isn't him refusing to refund me considered scamming? I mean, after a grace period, there really is no excuse. Is he allowed to take weeks, months, years to refund me without any penalty? Clearly he has zero respect for authority. Is there a period of time where if he doesn't refund me it's just as bad as scamming and for him to return would involve him to re-pardon?
