TurmoilReject scammed me

Hello. I decided to buy one of TurmoilReject's accounts for $6 PP. A simple pure with 76 range. I sent him the PP money, since he said right after I'd get the acc info. I sent him the money, waited a good 15 mins, and he was "looking for them." So he sold me an account, saying he has FULL details, but not knowing where they are..?
I told him I'd file a scam report if he doesn't refund me or give me the acc. He said he'd refund, sends me $3 instead of the $6 I gave him, and signs off. Scamming for $3? Really...? Proof is provided below:
