i bought GTA IV without looking at system requirements and i couldnt run it, (i have an Intel HD graphics card) the 21 mins played is from me trying to run it or fix the problem. i couldnt get it figured out so im selling the key for $15. the game costs $20 on steam so i think it is a pretty good deal

 

The key is permanently linked to your Steam account so selling it isn't possible.
But you can request a refund by contacting the Steam support. If it is your first request regarding a refund it will most likely succeed.
They are going to remove the game from your account and credit the full price you paid as funds to your steam wallet. So you can use the 20$ next time you purchase something at the Steam store.

 

This is GTA IV, not GTA V. He CANNOT as for a refund, no matter if this is his own account or phished one.

Only on games that are on "Pre-Purchase / Pre-Order" can be asked for a refund BEFORE their premier's release date.
