JoshWilliams ban evading?

2nd Acound (Banned for Ban Evasion)

Why I think this is ban evading?

(Going by JuliusCeaser - his first account he had on this website before scamming me) he has posted a 6 digit with cs 1.6, Source and CSGO on another website (link here - delete after viewing, I am not trying to advertise)

and now he is on here, with a brand new account trying to sell a 6 digit with 1.6, source and csgo. (link here)

I could be wrong, however I feel that he is ban evading. He wanted $30 on the other site, and I messaged him on their telling him he was a joke, and now I messaged "him" on here, and instead of $30 he wants $25. Sounds kind of fishy.
