Did you download any software or install any updates before the problem started happening? Or since the last time you restarted your computer?

I'd start with an SFC test.

I really dont think i downloaded anything.. but i cant do a virus scan for some reason.. and i dont really remember if i updated or not right before the problem happened ):
EDIT: Windows Update doesnt open up for some reason.. i click it and nothing happens.. maybe because im in safe mode idk.. ALSO i dont have any restore points created ): AND this is what i got from the sfc/scannow

Mind copying and pasting the log? That's located where it states. Logs can tell you what's happening, more often than not, in a lot more detail than the program, as the logs tell you where it ends and where the 'Error' occurs. Also, mind posting a screenshot of the error in action, as that may provide an insight as to whether it's spyware, or just an error with Windows.
