Possible ban evader, may require ip check

The reason I believe this user is a ban evader is based on 2 things.

1. as you can see here he says his skype, which is extremely close to the skype found on "account 2" found above. http://puu.sh/EtCD

2. If you take a look at the creation dates, from what I can tell the vading account looks to be created shortly after being banned on his first account
