Why dont you just track his ip if you havent already and either report it for scamming, or hack into it, both are very simple.

Well, with me on the case this will not happen, if i succesfully hack back the account, i will get it locked, and it will never be unlocked, that is after i have fun with the guy, he sounds like a douche. An idiot douche at that, wouldnt be hard to mess with.
