Looking for a WoW Account

I'm looking to buy a WoW account for USD. I have $100 to spend, and I know a good account when I see it and how much it is worth. I want to play on a PVE realm (Khadgar), so make sure I can transfer the character there.

This is what I am looking for:
At least level 40, with decent stats. Definatly Horde, and Warlock. I don't care about inventory.
