The cost of 1-99 pray is about 30$. (Assuming it was D bones on gilded.
Add the construction level, name, and cost of labor from 1-99 and you have your price.

 

1-99 prayer is definitely not $30...

 

I was bored, so:

Dragon bones give 72 XP.
A gilded altar with 2 lit burners increases XP by 350%.

Therefore, assuming you ONLY use dragon bones on a gilded alter with both burners ALWAYS lit, we're looking at 252 XP per bone.

For 99 prayer, we need 13,034,431 XP.

Diving this by 252, we get: 51723.9325 = the number of dragon bones we need.

We see it to be 1.9-2.2k. For the sake of argumentation, we will price the bones at 1.9k each.

51724 * 1900 = 98,275,600

Therefore, we need around 98M gp for 99 prayer.

Pricing gold at a low price of $2.60 per mill means 99 prayer cost around $255.
