Help Recovering a Locked Account

Well, I was recently scammed, but instead of loosing the account it's just been permanently locked. I filled out all of the information besides the creation info and the recoveries. (It comes out as "Poor") There's nobody else appealing for the account, but it's failed 3 times so far. In the other details section I put my ip and the isps I have used on the account. Is there ANY way I'll be able to recover it? Should I just keep trying or give up? The account was maxed combat and had a fairly high total so if there's a slight chance I'd rather not give up.
