can i get scammed if i buy an runescape with the oringial email no jeg no recoveries and i take over the email that was first made with the account?

 

yes, they email jagex, "hi my account got hacked login name:xxxxx, check the IP and lock it so i can submit a manual recovery, and remove any info not set by my IP"

even if you had all the correct info, you wouldn't be in the exact same IP location

ACCOUNTS ARE ALWAYS RECOVERABLE

better off paying a legit trainer to train your account up

 

All the original owner needs is to appeal from his IP or with original passwords or payment details. Accounts can be recovered no matter how long you have owned it.
