    buying king Rammus skin code for $40, agreed to pay 20 before he would send code. I sent $20 via paypall and it has been 24 hours and he has not responded to me.

    I have not gotten my neopoints. He has not responded at all. I emailed and pm'ed and got nothing.
    He has been online quite often since the transaction.
