It is a level 80 Night elf death knight, and it's not bad.
It's got heroics gear, not naxx/uld, but not bad.

it has ~500g and a titansteel destroyer (DE'd it would have 2K gold if you sold the mats from the titansteel)
It has 25K armor in frost form *add 60% to the 15k, thats 25k* and is tank specc'd.
