Who pays OMM?

So I found someone interested in my Santa Hat and we were ready to trade. He had 54 low-end vouches (<$10 trades) and from 2007. He expected me to go first (ok, maybe understandable) OR get an OMM and me cover the fees.

Since when does a seller pay the OMM?

He refused to use a MM. I forgot exactly what he said but something along the lines of: "I don't want to lose $50 using a MM".

I just wanted to make sure it wasn't only me who thought it was sketchy lol.

 

You're right, it is sketchy. I'd request a TWC for yourself right away for turning down a MM. It's better to turn yourself in than get reported by the other guy.
