Time out error, ned help.

When I am at my home on either the PC or Laptop i am not able to access sythe; I get an error that says Sythe.org is taking to long to respond. I have tried everything to solve it that I am able to think of. All thats left is it's my ISP's fault. But what can I do to fix the problem then if it is my ISP's fault and if theres anything else you can think of then please reply.=@
