Fringster is a scammer!

Explanation of the trade: The user messaged me on the forums and posted on my thread, saying he added me on skype. The trade consisted of 5 gold bars for habbo hotel priced at 3$ per bar totaling to 25$ USD. Fringster was suppose to send me the bars in-game but did not deliver items upon payment. How they scammed: The user told me in a skype conversation asking me to send him the payment to an email address in a skype message which is his paypal account. To ensure the user was Fringster I asked him in the skype messaged and said Yes. I continue to send him 25$ USD payment using PayPal to the user in exchange for the 5 Gold bars valued at 3$ each total of 25$. When this money was sent. He then said That the payment was not sent as Family/friends to avoid chargebacks this was incorrect, I then asked the user for a a refund of the money several times and not allowing me to charge back because the payment sent was under Family/friends, he said he will later but continues to say "Don't Worry i'm going to refund it now" This was infact incorrect, several hours later waiting the money never got refunded back to me, and the user has not delivered the virtual goods.
