    You should wear just neitiznot, rune and whip with dds.
    it's just ftw.
    or wear full veracs with claws.
    or dharok's :D

    Rune platelegs,
    Berserker Helm,
    Dragon boots,
    Strength Amulet
    Strength Skillcape
    Abyssal Whip
    Dds

    Use Protect item, keep the whip.

    Rune Plate
    Rune Legs

    Barrows Gloves - RFD
    Team cape
    Whip + DDS
    Obby shield/rune fender

    you should be fine with...
    Neit Helm
    Rune Plate
    Rune Legs
    Rune Def/Obby shield
    Climbing Boots/Dragon Boots
    highest RFD gloves
    Strength Ammy
    Recoil (+1 more in inv)
    team cape, or a trimmed skill cape

    you can also get 90-91 mage and pot for veng

    What should I wear in pvp?
    I'd just get 94 magic for vengeance, other stats look fine. Maybe 95 prayer for turmoil if you are rich enough.

    Basic whip + dds works well still and I think dharoking too but I'm not too familiar with main pking :p

    get vengance, stength ammy, rune set, defender, whip / dds.

    What should I wear in pvp?
    I would personally use vesta armor and hide the long if someone looks like they are risking large. Either that or the usual venge with claws + welfare gear to protect claws.

    Whip+dds Combo works wonders for me, but you have to have vengeance for it to be fully effective.

    With such a low budget, i'd say stick to whip/dds in rune and a neit.

    I would also suggest to try and get 94 mage, veng helps alot at that kinda level.

    You should try with Barrows (Dharok), Else you go with d scim and dds your str will rape them. >_<

    Use welfare.
    Whip, rune pl8 body, rune platelegs, climbing boots, ring of recoil, neitiznot,
    (somekind of shield, like : rune defender/rune kite/obby shield) and strenght amulet.
    That will be perfect.
