If I was to charge you for account one I would probably charge something 40-60m. Depending on starting stats, gear and if your F2P or not.

Second one something like 20-35m per 99, less for dungeoneering and not counting HP in since its pretty much packaged with Att, Str, Def. Same as account 1 it depends on gear etc.

Account three probably 10m or so, its only a few million xp and should not take too long.

This is my take on it. Hopefully someone else will answer but this is probably what I would charge if I did it.
