Wc, Combat, Mining, Fishing, Farming (you make most of it back).

 

You sound like you dont want a 99 skill that costs money and / or takes time, so i would suggest fletching firemaking or combat

 

strength / attack/ def is cheapest because its free, u get a bronze sword when u start and thats all u need to train lmao

 

Fastest skill is fletching.
