Buying large sums of osrs gp/Flagged

One day about two weeks ago I had to view a page on runescapes TOS before logging in. Is this account flagged? I logged in on my pure and it didnt have the same issue.

Im wanting to purchase 1b. Would it be better to purchase the 1b on my pure or do it on my main with the 1900 total level that may or may not be flagged

For the people that have bought or sold a large amount how risky is it? I could care less about the accounts as i can make them slowly but losing $600 to a ban would suck

It's quite safe, just avoid trading 3rd world countries which are usually flagged and level 3 accounts. The tos thing just looks like a missclick on the link below on osrs client

 

Should be fine. Doesnt really matter what account cause its still from the same ip address
