Would sending him a email asking for the money he scammed back or i'd be reporting him to authorities or his school, even though neither of those things would do anything, be blackmailing?

I wouldn't post anything of his just to be safe, threatening him with the authorities is perfectly fine to do, be surprised how many kids get scared at the police coming to their house and their parents finding out what they've done.
